In 2018, J.F. Ryan was retained by the City Council of Philadelphia to complete an audit of the city’s Office of Property Assessment (OPA). The audit included a statistical analysis of the performance of the appraisers and the accuracy of the property assessment in order to ensure a uniform and accurate system of property taxation.
Additionally, we reviewed OPA’s performance in terms of compliance with best practices in its assessment activities and made recommendations where the OPA is considered non-compliant with the city assessment statues. As part of our process, a comprehensive review was conducted of OPA's public information outreach via the website and the First-Level review procedures. The First Level review provides property owners with an informal process to appeal their property assessments directly with OPA staff before proceeding with the formal appeal process before an appeals board.
