John has forty years’ experience including extensive public and private sector experience. Mr. Ryan is a nationally recognized consultant and expert witness for real property appraisal including mass appraisal techniques, ratio studies and the application of information systems technology throughout the assessment industry.

Gerd Semmelroggan, Senior Associate

Gerd has over thirty years of appraisal experience primarily dealing with a full range of residential properties. His responsibilities include mass appraisal methodology development, on-site property inspections, sales verification and valuation schedule development, and valuation field review. He has also been licensed as a state-certified real estate appraiser. Mr. Semmelroggan received his MBA from Babson College and his BS from Boston College.

Bruce Collins, Associate

Bruce has extensive experience in the real estate appraisal field primarly working with residential property. He provides on-site property inspections, sales verification and valuation field review for mass appraisal assignments and valuation research and support for single property appraisal assignments. Mr. Collins Semmelroggan received his BA from the University of Massachusetts, Boston.

Andrew Hassey, Associate

Andrew provides on-site residential property inspection and field review services. He has worked on several municipal reappraisal projects in Connecticut and Massachusetts. Mr. Hassey received his BA from Marquette University as well as a Master of Laws from Suffolk University.

Edgar E. Hayes, Senior Consulting Analyst

Edgar has more than forty-five years’ experience in the assessment industry, including employment in the public, private and academic sectors. Mr. Hayes directed the appraisal and assessment system efforts for Cuyahoga County (Cleveland), Ohio, one of the ten largest property assessment jurisdictions in the country, successfully completing multiple reassessments and system development efforts. Mr. Hayes then served as Regional Manager and Director of Property Tax Programs for the Lincoln Institute of Land Policy, Cambridge, Massachusetts, a leading educational and research institution. Mr. Hayes served as lead consultant for many years on many consulting projects with state and local property tax agencies throughout the U.S.

Projects included a range of efforts from designing the assessment system for an entire state (Kansas), execution of multi-million dollar contracting endeavors, to detailed assessment performance evaluation of counties, in addition to many efforts dealing with maximizing assessment performance for either in-house or contracted assessment efforts. Key staff contributor on several high-level projects including the State of Michigan, City of Detroit, City of Philadelphia as well as several municipal reappraisal projects in New York and Connecticut.

Philip Murphy, Senior Consulting Associate, Software Engineering

Philip is responsible for all systems development activities and support of technical consulting projects for the firm's clients. Responsible for the design of a major programming development effort for the implementation of a graphical user interface (GUI) client/server DBMS system for real property mass appraisal and assessment. Extensive programming experience with software design, coding and debugging with C, C++, and Visual Studio. Extensive experience with LAN's, including various network protocols on Ethernet. Mr. Murphy his BS from the University of New Hampshire.
